In a letter of 2 May 2025 from Russell T. Vaught, Director of the White House Office of Management and Budget, to Senator Susan Collins, chair of the Committee on Appropriations of the US Senate, Mr. Vaught presented the recommendations of the Donald J. Trump administration for discretionary funding for fiscal year 2026. For the most part, the letter provides general descriptions of the processes used in developing the recommendations and the broad policy goals driving them.
