The US Department of Education provided guidance about helping students who have social-emotional issues during the COVID pandemic: Supporting Child and Student Social, Emotional, Behavioral, and Mental Health Needs. The PDF to which I’ve linked is pitched at a high level, but it has actionable recommendations, even if they are quite general.

Quite general indeed - Not sure if a classroom teacher could do any of those things on the recommendations list without substantial supports.
