Yes, there was a section headed "IES." I'd have to go back to find it again (there're dozens, if not scores of pages!), so this is from memory. There was a specific allocation for something about cell-phones and a batch of language similar to the long quote at the end of my post (paraphrase: "We see what happened last year with funds and functions being moved out...don't do that with this law").
Awesome! Love seeing the bipartisan support for special education and education research. Smart to see Congress building guardrails around their funding allocations. Let's all keep cheering for these sensible appropriations to pass by next Friday 1/30.
